Subject Information File relates to Mary Ryan’s applications for an Allowance or gratuity In respect of the death of her brother Michael Ryan who died on 28 December 1922 during the Civil War after receiving gunshot wounds while he was a prisoner in the custody of the National Army in Fethard Barracks County Tipperary. Subject claimed that her brother was shot by Free State Forces after he refused to reveal the location of an ammunition dump. Ryan first unsuccessfully applied for an Allowance or Gratuity under the Army Pensions Acts, 1932. The application was refused on the grounds that she was not permanently “invalided.” File 52APB144 relates to the Army Pensions Board investigation of this claim, it was found that Ryan was partially dependant on her brother, Michael Ryan, when he died however as she was not incapable of self-support her claim was still rejected. Ryan reapplied for a Wound or Disease Pension or Gratuity under the Army Pensions Acts 1923-1937 but was again unsuccessful in her claim as there was no evidence of Ryan contracting a disease during active service. 1RB4309 relates to the investigation of this claim. Ryan applied again for a Special Allowance under the Army Pensions Acts 1943 and 1946. She was again not found to be incapable of self-support (17 Apr 1947) and therefore her claim was refused. Ryan then applied for a Dependant’s Allowance under Part II of the Amy Pensions Act 1953. She was awarded an allowance of £125:00:00 per annum in 1953 in respect of her partial dependence on her deceased brother. In 1962 Ryan’s younger sister Johanna (Josie) Dunne applied under Part II of the Army Pensions Acts, 1923 to 1953 following the death of her husband. Her application was in respect of her dependence on her deceased brother Michael Ryan, this application was initially refused in 1963 but after a number of appeals she was granted an Allowance of £174 per annum in 1964. DP6865 file includes; Medical reports on Mary Ryan (27 July 1948); social welfare reports on Mary Ryan (26 October 1953); means assessments; correspondence and memoranda; copy of marriage certificate of Johanna Dunne (19 April 1962) Copies of the death certificates of Michael Ryan (1 October 1953) and William Dunne (26 may 1962); letter supporting Dunne’s claim from Dan Breen (29 July 1963); documents relating to the Land Registry regarding the transfer of Dunne’s house and land to her daughter (1964); correspondence on behalf of Mary Ryan and Johanna Dunne enquiring about income tax deducted from their allowance (31 May 1978 – 19 July 1978); documents related to Johanna Dunne’s death. Material related to the family has been closed in accordance with data protection acts. 2RB512 relates to investigation into Michael Ryan's service in relation to Mary Ryan's dependency claim. According to material on file Michael Ryan was a prisoner in National Army custody when he was shot. It is also stated on file that Michael Ryan served with the IRA from 1919 onwards and during the War of Independence, Truce period and Civil War.
