Subject Information File relates to Kathleen Leacy’s receipt of a dependents’ allowance under the Army Pensions Acts between 1957 and her death in 1961 in respect of her brother IRA Private Denis Leacy. File also relates to Kathleen Leacy’s unsuccessful application in 1933 – Kathleen Leacy was deemed not be a qualifying dependent under the legislation, her unsuccessful applications in respect of her brother Joseph Leacy – see also 2RB645 Joseph Leacy - and her receipt of a special allowance under the Army Pensions Acts in 1957. File further refers to an unsuccessful application from Nicholas Leacy in respect of his brothers Denis and Joseph Leacy. Denis Leacy was killed in an engagement with National Army forces at Ballyboggan, County Wexford on 23 March 1923 during the Civil War – see also DP5238 John Lacey, DP2666 Martin Nolan and 3D133 Edward Gorman for further information regarding this engagement. The Military Service Registration Board certified Denis Leacy as having served as a “Volunteer” with the Irish Volunteers and IRA from 1917 onwards. However Kathleen Leacy and TD Sinnott refer to Denis Leacy as having held officers' rank with H Company, 3 Battalion, North Wexford Brigade IRA during the War of Independence. File includes: original handwritten material submitted and signed by Kathleen Leacy in support of her various applications; signed handwritten statements and letters regarding Denis Leacy’s service from Tomás D. Ó Sinnód (Thomas D. Sinnott), S. Ó hAodha (Stepehan Hayes), Matthew Parle and Larry de Lacy; medical certificates in respect of Kathleen Leacy; original signed and initialled handwritten and typed and copy typed material relating to Customs and Excise, Army Pensions Board, Social Welfare and Department of Defence investigations as to the circumstances and means of the Leacy family and the degree of dependency of Kathleen Leacy on Denis and Joseph Leacy at the time of their deaths; original signed typed, copy typed final and draft correspondence, and related signed and initialled handwritten and typed material (January 1954 – 20 March 1957) involving officials of the Department of Defence and Department of Finance relating to the award, if any, to be granted to Kathleen Leacy; representations on behalf of Kathleen Leacy from Denis Allen TD, Seamus Ó Riain (Janes Ryan) TD, Minister for Health, Brendan Corish TD, Minister for Social Welfare, John O’ Leary TD unaddressed handwritten note dated 26 November 1954 signed by [B. A. Armstrong] stating that the case was submitted to the Department of Finance with a favourable recommendation on the previous 26 May and complaining that “It is becoming impossible to get decisions within a reasonable time from that Dept.”; reference to Kathleen Leacy’s receipt of a Service (1917-1921) Medal; material relating to the settlement and closure of Kathleen Leacy’s dependents’ allowance following her death on 16 May 1961; and representations on behalf of Nicholas Leacy from Senator Seamus Ryan.
