File relates to Charles McCarthy's receipt of a partial dependents' gratuity of £75 (seventy five pounds sterling) in 1938 under the Army Pensions Acts in respect of his son IRA Lieutenant Cornelius Florence McCarthy.
Cornelius Florence McCarthy was killed in action against National Army forces at Spencerstown, County Wexford on 10 January 1923 during the Civil War. According to information on file McCarthy had served with the Irish Volunteers and IRA from 1917 onwards during the War of Independence and Civil War. It is stated on file that Cornelius McCarthy had been captured, and interned in Gormanston during 1922 and had escaped prior to resuming his IRA service.
File includes: original handwritten material submitted and signed by Charles McCarthy in support of his application; signed handwritten report dated 20 December 1934 from the Investigating Officer, Customs and Excise, Wexford regarding the circumstances and means of the McCarthy family and the degree of dependency of Charles McCarthy on his son at the time of the latter's death; original signed typed and copy typed correspondence (30 August 1935 - 26 April 1938) involving officials of the departments of Finance and Defence and the Army Pensions Board regarding the question of whether an award should be granted to Charles McCarthy, whether special circumstances arise in this case and if an award is to be granted, what sum should it be; copy typed draft and final letter (April 1938 and 20 April 1938) from Frank Aiken TD, Minister for Defence to Sean MacEntee TD, Minister for Finance regarding an application under the Army Pensions Act, 1932 from Patrick Kelly, Liscaul, Ballaghadreen in respect of the death of his (Patrick J. Kelly) son which, Aiken states, Mr. Boland TD, Minister for Lands, had been informed by the Department of Finance was a matter for the Department of Defence, when, Aiken claims, that following the Department of Finance's refusal to accept the Department of Defence's proposal for the award of a gratuity in January 1934, the case had, with a number of others, been referred, by direction of the Executive Council, to the Minister for Education for arbitration, and about which, at time of writing, the Minister and his department were still awaiting notification - Aiken goes on in this letter to criticize the attitude of the Department of Finance and its officials towards disability cases, and the delay in that department's decision making and pointing out that there are eight outstanding cases awaiting decision apart from that of Patrick J. Kelly and urging that all these cases be definitively cleared up by the end of the month and arrangements made to have all such claims dealt with as quickly as possible in future; signed handwritten statements regarding Cornelius McCarthy's service and death from Michael McCarthy and Stephen Hayes.
