Subject Information File relates to David O'Donnell's receipt of a partial dependents' gratuity of £50 (fifty pounds sterling) in 1938 under the Army Pensions Acts in respect of his son IRA Private Hugh O'Donnell. Hugh O'Donnell was killed in action against National Army forces at Ballintubber on 7 December 1922 during the Civil War. According to information on the file Hugh O'Donnell had served with the IRA during the War of Independence and Civil War from 1919 onwards. File includes: original handwritten material submitted and signed by David O'Donnell in support of his application; undated signed handwritten report from the Investigating Officer, Customs and Excise regarding the circumstances and means of the O'Donnell family and the degree of dependency of David O'Donnell on his son at the time of the latter's death; original signed typed and copy typed final and typed draft correspondence (16 August 1935 - 26 April 1938) involving the departments of Defence and Finance, the Army Pensions Board and Frank Aiken TD, Minister for Defence regarding the question of whether and how much of a gratuity should be awarded to David O' Donnell, the question of what if any "special circumstances" arise in this case, reference to an application under the Army Pensions Act, 1932 from Patrick Kelly, Liscaul, Ballaghadreen in respect of the death of his (Patrick J. Kelly) son regarding which Frank Aiken states ( final letter dated 20 April 1938 and draft dated April 1938) Mr. Boland TD, Minister for Lands, had been informed was a matter for the Department of Defence when, Aiken claims, that following the Department of Finance's refusal to accept the Department of Defence's proposal for the award of a gratuity in January 1934, the case had, with a number of others, been referred, by direction of the Executive Council, to the Minister for Education for arbitration, and about which at time of writing the Minister and his department were still awaiting notification - Aiken goes on in this letter to criticize the attitude of the Department of Finance and its officials towards disability cases, and the delay in that department's decision making and pointing out that there are eight outstanding cases awaiting decision apart from that of Patrick J. Kelly and urging that all these cases be definitively cleared up by the end of the month and arrangements made to have all such claims dealt with as quickly as possible in future; handwritten initialled and signed internal Department of Defence memoranda (28-29 April 1938) reporting the Department of Finance's offer to accept an award of £50 to David O' Donnell, noting that this is the amount of the "arbitrators" award, accepting this award and noting that Finance had also sent sanction for two other outstanding cases; representations on behalf of David O'Donnell from Robert Ryan TD, Dan Bourke TD, E. Mansfield, Irish Land Commission, Francis Davin, Roman Catholic Curate and Tadhg Crowley TD; and signed handwritten statements regarding Hugh O'Donnell's IRA service and death from Sean T. O'Riordan, Patrick O'Donnell, D. J. Bourke and William McCarthy.
