Subject Information File relates to John Francis Kilcoyne's receipt of a military service pension in respect of his service with the IRA and National Forces in the service periods between 1 April 1921 and 30 September 1923 during the War of Independence, Truce period and Civil War. Applicant also claimed unsuccessfully for service in the periods between 1 April 1916 and 31 March 1921. File also relates to subject's incomplete application for a special allowance under the Army Pensions Acts. Subject does not appear to have returned application form issued to him in June [1963]. John Francis Kilcoyne claimed to have been a member of the Irish Volunteers at the time of the 1916 Easter Rising. During the War of Independence subject and references claimed that John Francis Kilcoyne: took part in raids for arms; did despatch and scouting work; blocked roads and cut communications; and took part in ambushes at Clogher Cross and Carrowkennedy. He claims he was also at the Kilmeena ambush but did not take part in the fighting as he was late arriving. During the Truce period it is stated that he served in Westport Barracks and was involved in recruiting for the National Army and Gárda Síochána. It was also claimed that he was arrested by anti-Treaty IRA forces and held in Castlebar Jail. John Francis Kilcoyne stated on file that he joined the National Army in April 1922 and on 11 July 1922. He served during the Civil War until resigning in April 1923 while holding the rank of Commandant. He claimed that he resigned due to the "mental derangement of [my] brother...due to constant raiding by Bolshies..." Subject claimed that his unnamed brother later committed suicide due to fear of the 'Irregulars' (anti-Treaty IRA). File includes: material submitted by John Francis Kilcoyne in support of his application; material relating to subject's National Army service; statements regarding subject's service from Joseph McBride TD, John J Collins, Garda Síothchána Chief Superintendent Eamonn Ó Dubhchaigh, Seámus Ó Rodaige, Thomas Foy, William Sears TD, Anthony Waters and John McHale; representations on subject's behalf from William Sears TD (1925-1926), Joseph Blowick TD, Minister for Lands (1948-1956) and Senator Seán T Ruane (1949); notes [of evidence given by John Francis Kilcoyne before the Board of Assessors, Military Service Pensions Act, 1924]; material relating to subject's conviction by a Military Tribunal on 13 October 1933 for illegal possession of a firearms and ammunition and subsequent imprisonment; material relating to the forfeiting by John Francis Kilcoyne of his military service pension following his conviction and imprisonment and the payment of the balance of pension due to Kilcoyne up to the date of his conviction; material including correspondence involving officials of the Department of Defence and the office of the Attorney General referring to the case of John Francis Kilcoyne and Edward Cronin (24SP6533); material relating to the free pardoning of John Francis Kilcoyne and others by the Executive Council of the Irish Free State and the decision to resume payment of military service pension to Kilcoyne from 2 October 1934 and his unsuccessful efforts to have his pension restored from an earlier date; material relating to the settlement and closure of John Francis Kilcoyne's military service pension following his death on 26 January 1972 - partly closed for reasons of data protection; material relating to Bridget Teresa Kilcoyne's (née O'Malley) receipt of a widows’ allowance in 1972; and material relating to the settlement and closure of Bridget Kilcoyne's widows’ allowance following her death on 3 May 1987 - partly closed for reasons of data protection.
