Scope and Content File contains letters, correspondence, memoranda, notes and minutes in draft and copy, in manuscript and type between officials of the Department of Defence, the Department of the Public Service, the Department of Finance and their respective Ministers; representation from Old IRA bodies, individual veterans and elected public representatives, dealing inter alia with matters regarding free electricity and television licences, free travel for widows of deceased IRA veteran and/ or free travel for wife’s of veterans when unaccompanied, increases in allowances and pension awarded to veterans, increase in the rank awarded to pensioners and matters dealing with special allowances for medal holders, disablement pensions (wounds and aggravation pensions) and increases in funeral grants, special allowances and other matters. File also includes the costing of various allowances and pensions and forecasts of the effect of increases sought (/16 to /20 dated 15 January 1974 and /112 & /113 dated 5 February 1980 for example). File also contains case raised by Lt Col V Crawford, Officer in Charge “A” Administration (Adjutant General Branch, General Headquarters, Defence Forces) concerning the matter of Army officers widows aged over 67 and the question of their entitlement to free electricity allowance/TV licence and the disposal of that case by the Department of Defence (/44 to /52 dated 28 January 1977). A memorandum and associated letter to Minister for Defence outlines the history of the special allowance scheme, first introduced in the Army Pensions Act, 1943, cites cases made to improve the allowance and the decision by Minister Molloy ( /81 to /90 dated 21 December 1977) Letter from Mr F Murphy, Secretary, Department of the Public Service to Seán Brosnan, Secretary. Department of Defence refers to the “increases in pensions for the public service announced by the Minister for Finance in the 1974 Budget” and notifies that “flat rate pensions” should be increased by 23% wef 1 July 1981 (/153 dated 28 April 1981) and requests the additional amounts required for the 1981 Estimates, already submitted, to meet these additional costs be notified. These costs are supplied as /154 to 161 dated 13 May 1981. A subsequent letter from Murphy confirms that the increase is in fact 31.6% (/168 dated 24 September 1981).
